In principle, there is no grade skipping in Japanese schools.

Japanese compulsory education is from 小学校 through 中学校, while from kindergarten or elementary school through high school in America.

Chifuyu is in 4th grade of elementary school.
中二(chuuni) = 中学二年生: 2nd year middle school student

Strictly speaking, this is a wrong use of the word, but sanctioned by usage.
The term 星霜 have meaning of "months or years" in itself.
To be precise, "幾星霜が流れようとも."

 Naruhodo Tomoyo ha takanna otochigoro
― I understand. You're at a sensitive age.

多感な: susceptible, sensitive
